After reviewing the 2024-2025 NC School Report Cards for Transylvania County Schools, we would like to acknowledge strong academic achievements across our school system, with multiple schools earning #1 rankings in different categories. TCS celebrates our schools' high scores, while diligently using the results to identify focus areas for improvement through our strategic plan.
District-Wide Excellence in College Readiness
Transylvania County Schools as a system shows strong performance, ranking #3 in the Western Region among both traditional and all school districts with 66.1% of students meeting ACT college readiness benchmarks—placing us in the top 13.43% statewide for traditional districts. This college readiness performance reflects our high school preparation programs and our commitment to serving every child in our district, regardless of their starting point or background.
#1 Rankings
Brevard High School ranked #1 in the Western Region for traditional public high schools on ACT performance. This achievement places BHS in the top 9.2% statewide among traditional public schools, while ranking #4 regionally when compared to all high school types including academies, magnets and charter schools. BHS delivered strong outcomes with 71.9% of students ACT college-ready, 74.6% earning career certifications, and a 93.5% graduation rate—maintaining growth targets despite the disruption of Hurricane Helene.
Rosman Middle School has earned #1 rankings (tied) in the Western Region for both traditional middle schools and all middle schools combined, with "Exceeded Growth" status and a +3.19 growth index. This performance places RMS in the top 21% statewide for growth metrics, demonstrating our commitment to student development and academic progress.

Our success extends throughout the entire system, with four of our nine schools meeting or exceeding growth expectations:
Rosman Elementary School demonstrates strong performance across multiple measures: top 25% statewide for overall proficiency among all public schools in NC, top 23% regionally for overall proficiency among all public schools in Western NC, top 25% statewide for 3rd-8th grade math scores among public schools, top 18% regionally for 3rd-8th grade math scores among public schools in Western NC, top 20% statewide for 3rd-8th grade reading scores among public schools, and top 19% regionally for 3rd-8th grade reading scores among public schools in Western NC.
Brevard High School earns high regional rankings in ACT, WorkKeys, Proficiency, and Growth.
Rosman High School achieves top 22% statewide proficiency rankings among traditional public high schools, with 57.4% ACT college-ready, 59.3% career certifications, and an 83.3% graduation rate, also meeting growth expectations.
Davidson River School had 4 and 5-year graduation rates rise again last year - both the highest they've been in 10 years.
Cohort Growth Analysis: Tracking Student Progress Year-over-Year
One of the most meaningful measures of our educational impact is cohort growth—tracking the same students' progress as they advance from one school year to the next. This data demonstrates how effectively we're helping individual students grow academically during their time with us, regardless of where they started.
Elementary Schools
Brevard Elementary School (BES) showed exceptional growth as students progressed from the 2023-2024 to 2024-2025 school year:
Students who moved from 3rd grade to 4th grade in reading: gained 14.8 points in College and Career Readiness, gained 9.4 points in Grade Level Proficiency
Students who moved from 4th grade to 5th grade in reading: gained 12.6 points in College and Career Readiness, gained 12.1 points in Grade Level Proficiency
Students who moved from 4th grade to 5th grade in math: gained 3.0 points in College and Career Readiness, gained 2.6 points in Grade Level Proficiency
Pisgah Forest Elementary (PFE) demonstrated strong progress as students advanced from 2023-2024 to 2024-2025:
Students who moved from 3rd grade to 4th grade in reading: gained 12.9 points in College and Career Readiness, gained 8.5 points in Grade Level Proficiency
Students who moved from 4th grade to 5th grade in reading: gained 9.9 points in College and Career Readiness, gained 13.6 points in Grade Level Proficiency
Students who moved from 4th grade to 5th grade in math: gained 7.1 points in Grade Level Proficiency
Rosman Elementary School (RES) achieved significant gains as students progressed from 2023-2024 to 2024-2025:

T.C. Henderson School of Science and Technology (TCH) showed remarkable improvement as students advanced from 2023-2024 to 2024-2025.
Students who moved from 3rd grade to 4th grade in reading: gained 26.3 points in College and Career Readiness, gained 19.2 points in Grade Level Proficiency
Students who moved from 4th grade to 5th grade in math: gained 9.1 points in College and Career Readiness
Middle Schools
Brevard Middle School (BMS) demonstrated solid growth as students progressed from 2023-2024 to 2024-2025:

High Schools
Brevard High School (BHS) met growth targets while maintaining excellence in key metrics including a 71.9% ACT college-ready rate, 74.6% WorkKeys Silver+ achievement, and 93.5% graduation rate.
Rosman High School (RHS) met growth expectations with 57.4% ACT college-ready and 59.3% WorkKeys Silver+ achievement.
Davidson River School (DRS) met growth targets with significant improvements in Biology and Math I performance.

2025-2030 Strategic Plan
We recognize that some scores in the 2024-2025 NC School Report Cards don't fully capture the outstanding work happening in our classrooms daily, and we're committed to ensuring our excellence is consistently reflected in all measures. This presents opportunities for focused improvement through our school improvement planning process and through continued intervention and enrichment opportunities. This data provides valuable, additional direction for our newly adopted 2025-2030 Strategic Plan. The plan focuses on exceeding student achievement targets while expanding STEM and AI learning opportunities, retaining our dedicated educators through competitive support and professional development, strengthening community partnerships through transparent communication, and maintaining safe, modern learning environments.
Strong Academic Gains District-Wide
TCS is ranked 7th of 14 Western Region districts in GLP (56.8%) in the 2024-2025 report and 7th of 14 in CCR (35.1%).
Our data shows positive trends across all grade levels, with significant improvements including:
Math 3: Gains of 10.4 percentage points in college readiness and 12.1 points in proficiency
Math 8: Improvements of 5.8 points in college readiness and 4.8 points in proficiency
Reading 4: Gains of 4.3 points in college readiness and 4.0 points in proficiency

Student Resilience in the Face of Unprecedented Challenges
Our students, staff, and families demonstrated extraordinary resilience during the 2024-2025 school year. Despite facing significant disruptions including wildfires, Hurricane Helene that caused approximately 10 days of missed instruction, and the heartbreaking loss of 5 students in our district, our school community came together to support one another and maintain our commitment to educational excellence. These achievements are even more remarkable given the challenges our students overcame, showcasing their determination and the unwavering support of our educators and families.
